ويشمل هذا الإعفاء، الذي تم الإعلان عنه على هامش مباحثات أجرتها جين مع
وزير التعليم العالي والبحث العلمي وتكوين الأطر، لحسن الداودي، مختلف
الأسلاك الدراسية بالجامعات، وليس بالإمكان الاستفادة منه بالنسبة للطلبة
الذين يتابعون دراساتهم ببرامج جامعة أوطاوا المتوفرة خارج كندا.ويتيح هذا الإعفاء الجزئي لطلبة السلك الأول، الذين يتعين عليهم التسجيل ببرنامج متوفر في الجامعة باللغة الفرنسية، أداء واجبات تمدرس ب6500 دولار كندي سنويا بدل 21 ألف دولار كما الحال في السابق لتنخفض بذلك التكاليف الإجمالية اللازمة لسنة دراسية واحدة من 34 ألف دولار إلى 19 ألف و500 دولار كندي فقط.
وبالنسبة لطلبة الماستر والدكتوراه، فإن هذا الإعفاء يتيح لهم سنويا أداء واجبات تمدرس ب10 آلاف دولار كندي فقط بدل 19 ألف دولار حاليا وهو ما يجعل تكاليف سنة دراسية واحدة تنتقل من 38 ألف دولار كندي إلى 29 ألف دولار فقط.. وترمي هذه الخطوة الموجهة لفائدة الطلبة الفرانكفونيين إلى تسهيل الولوج إلى الدراسات الجامعية بالنسبة للطلبة من الفرانكفونية الدولية من خلال السماح للطلبة المعنيين بأداء نفس واجبات التمدرس المفروضة على الطلبة الكنديين.
ومن المقرر إجراء تقييم لهذه السياسة خلال نهاية السنة الدراسية 2017-2018 بهدف النظر فيها وتجديدها.. وقالت جين، الحاكمة العامة لكندا سابقا، في تصريح للصحافة بالمناسبة، إن جامعة أوطاوا تعد أكبر جامعة في العالم تقدم برامجها باللغتين الإنجليزية والفرنسية، وأن الجامعة تعتزم التباحث مع المغرب والدول الفرانكفونية بشأن برامج شراكة.. وأضافت أن الجامعة ترغب في الانخراط في شراكات مع جامعات وحكومات الدول الفرانكفونية ، مبرزة أن هذا الإعفاء موجه للطلبة الفرانكفونيين بمختلف كليات الجامعة ومختلف برامجها بشكل غير محدود ودون كوطا.
